maybe setup some google alerts around your topic to see what is making the news - use those as your basis (no duplicating!!) to incorporate into your blog; also helpful to monitor the popular blogs to see what methods they use to get traffic and appear in google search - make news that is popular and newsworthy

Simple. Write posts that you are sure people are going to search for. Perfect examples are showbiz, comics and tutorials. If you have a high quality content, Google will index it really fast.

There are many things to do to make your blog popular: first, you need to write good unique qualiy content and update your blog regurlarly, try to know what visitors want by analyzing your blog with eyes of the visitors.
Good design is a plus, i suggest you to install wordpress.org, there are a lot of things you could add/customize instead of Blogger...
Linkbuilding in social sites, social bookmarketing, dofollow blog (don't spam!), signature forums, create a twitter and facebook page, ect...

Use various social sites to build links and use posterous to run it all at it can automatically post the content to your social sites.
Some different social media sites include Tumblr, Pinterest, Identica, Blogger, Wordpress.com and LiveJournal.
Post an article at least every week though the network you have developed
