That's all good advice, but I think what he's asking is how many people turn JS off. As of the most recent statistics I've seen, none. OK, maybe like 1 to 2% of users will have it blocked, but that's minimal enough to ignore. In anycase though, keep in mind what everyone else said, don't use it for sensitive data, and keep in mind that there is very little that you can't do with pure css.

How many people don't use Javascript? I bet there are only a handful compared to Javascript users. Almost all popular sites now requires you have Javascript. Take youtube for example.
And you can simply place this in your code in case one of your visitors has JS turned off...
Code:
<noscript>Don't be ridiculous, turn on your Javascript! It won't burn your harddrive. Oh.. and try youtube.com after visiting my site. You'll love it.</noscript>

This is a nice thought, but if you are building an ajax powered site, not really viable. I'm currently working on a site that has a lot of different tabbed modules, all grabbing data from the server, this fails without JS turned on.
I'm all for use JS to add functionality, but in some cases, JS is needed just to make the site usable.

I personally don't use it, it doesn't work right in every browser. It has a tendency to mess up validations and screw things up in other various browsers. It's harder to get things just right and get working and looking proper in every browser. It's all personal preference though... and if you know how to use it and code it, then it's okay. But otherwise, watch what you do and how you use it.
